Resolution No. – 01 Present Educational Scenario
There is no law of any kind in the country to stop growing commercialization in the field of education. Even then controlling authorities like AICTE, NCTE & MCI etc. Extend their full co operation to fecilatition of commercialization of education. On the other side introduction of self financing seats in the govt. colleges and universities are depriving talented but poor students from the opportunity to higher education. This type of commercialization has proved that it leads to the division of society. Therefore, NEC of ABVP strongly puts its demand that a law should be passed to strongly deal with the problem of commercialization of education. Many educationalists and National Knowledge Commission has recommended that the present nomination of higher education in the age group of a 18 to 24 should be increased from 10.67% to 15% but due to speedy commercialization a very good number of students can’t afford the higher education, in spite of the wish because of high cost. As a result, commercialization does not only affect the nomination of poor students as an impediment but also will affect the national development due to lack of expected nominations for the higher education.
Even in this age of speedy commercialization there are some expectations where some state govts. have found out some solutions out of which government of Karnataka is one which requires applaud for limiting the fees of govt. fixed Quota of seat of student of engineering colleges to Rs. 15000. This effort of the govt. of Karnataka has made it clear that the govts. if they wish can limit speed of commercialization of education to certain extend. National executive council of ABVP puts a demand before state as well as central govt. that a positive step should be taken to put check on growing commercialization of education on the lines of steps taken by the govt of Karnataka. When the governments are withdrawing themselves from higher as well as professional education, Karnataka govt opened 8 medical, 15 engineering 150 degree and 300 junior colleges which will extend opportunity of taking education to poor students. NEC of ABVP expresses its opinion that commercialization of education can be stopped by increasing financial sponsorship of education by the govt. The agitation run by ABVP in Madhya Pradesh for 3 years regarding Medical & Dental entrance test got success when Hon’ble High Court gave a judgement that the govt. only should conduct entrance test. This is landmark judgement but the stay given to this judgement by Hon’ble Supreme Court which will lead to distribution of 50-50% seats from the gov. Quota has given an encouragement to commercialisation.
Recently the Deemed Universities and Private Universities in the Country have amply increased. Out of 138 Deemed Universities 57 have been started during the last 3 Yrs. And cases of nearly 229 deemed University are under consideration, out of which most of the general and professional institutions are such that they do not have any established status which is a clear violation of the basic idea of deemed University. The Central govt by exempting these university from using prefix deemed has destroyed the concept of deemed University by itself, as a result common student will not be able to differentiate between deemed university and university and will fall a prey to commercialization Hafhazard appointment of VC’s in 13 central universities and transfering an amount of rupees 5 crore each to there personal accounts is highly suspicious. On the other side, due to the lack of fixed rules private colleges are started like the shops in the entire country. The NEC of ABVP is clearly of the view that the recent Announcement of the government of Himanchal Pradesh to open 15 private universities and NOC to 5 universities is an example of commercialization. NEC of ABVP is of the opinion that the Govts direction less education policies are responsible for commercialization.
Recently the Governor of Uttar Pradesh and chancellor of Universities in the state of U.P. while speaking at 151st Convocation ceremony of Madras University expressed his view that the deemed University should be watched severely because they have become means for collecting money rather than awarding academic excellence. Shri Rajeshwar Rao also said that the Minority institution should not be granted the status of Deemed Universities because as the minority institutions they will be out of control of the central or State Government. N.E.C. of ABVP fully agrees with the concern expressed by him and reiterates its demand that there should be National Regulatory commission for controlling the functioning of Private colleges and Deemed Universities.
The process of appointments of Vice-Chancellor in the country is unclear and untrustworthy. Political interference and appointment of V.C.s on political affiliations have seriously affected the educational system of the Universities. In this connection there is a continuous demand that such appointment be clear, transparent and impartial. But instead of conceding to this demand, political interference is on increase continuously. Verification of 1500 application within 2 days and appointment of V.C.s for 13 new central Universities by the central Government is an issue of serious investigation. At the same time nomination of the builder for the executive committee of Devi Ahilya University for the selection of Vice-Chancellor by the government of M.P. is unfair and unlawful. Continuation of services of well known corrupt and copy fame V.C. who has been indicted by the Hon’ble High Court, for the action against him again has raised serious doubts regarding the process of selection of VCs. In many states like M.P. and U.P. serious cases of corruption are proved against many VCs and therefore NEC of ABVP puts a demand that impartial selection system for the appointment of VCs should be developed without any delay.
We welcome the Hon’ble Supreme Court’s decision to take legal action against those involved in recent fatal cases of ragging in Himanchal Pradesh. ABVP feels that this problem will not be solved by only making a law because a law has its limitations. The mentality behind ragging can be changed by creating an awakening and development of social point of view, which requires step towards such an outlook and not a penal provisions based on law alone. Therefore, N.E.C. of ABVP expresses its view that encouragement of constructive programme amongst students and compulsory formation of students’ council will be useful in stopping ragging in the Campuses.
For quite a long time, it has been felt that the entire educational field should be reconstructed and new system should be built. Ministry of H.R.D had appointed a committee to advice on Renovation and Rejuvenation of Higher Education under the chairmanship of Pro.Yashpal and the P.M. formed Knowledge Commission even before this, both in their reports have recommended formation of National Educational Commission. This is in a way acceptance to the long pending demand of ABVP. But a doubt has been created on acceptance of recommendation of both the commissions. NEC of ABVP demands that the doubts and contradictions between both the reports should be sorted out and a self controlled and independent National Educational Commission be established as soon as possible.
After experiencing a need for a national movement against commercialization of education, this executive council appeals the students of country to oppose it with full strength.
Resolution No. – 02-India’s Present Scenario
Naxaliam is gaining dangerous momentum in various state, but despite Naxalite threats, it is a very good sign that the voters of affected areas voted in great percentage. It shows that common masses do not entertain violent techniques of Naxals. From the past bloody consequences of Naxals, ABVP express serious concern for nation’s internal security and democratic set-up. Many Police officers had lost their valuable life in their fight against Naxals. The burning example of Naxalite oppression is the killing of 16 brave Policemen along with one brave Police Officer in Gadchiroli District of Maharashtra. ABVP offers its tribute to those martyrs who have sacrificed their lives and demands from the central govt. to structure strong interstate agenda and implement it strongly tp wipe-out the Naxalites.
Through SWISS BANKING ASSOCIATION REPORT (2006), now it is clear that around 1456 billion dollars are deposited in Swiss Bank’s Secret Accounts which were out sourced from India as black money. Indian Govt. has official information about this money since Feb. 2008. Government has also accepted this fact in Honorable Supreme Court in response to a public interest Litigation but at the same time made no efforts to get this money back any time if it intended to do so. Vidyarthi Parishad believes that CBI giving clean chit to Quottrochi in bofors case reveals Government support to corruption and it is a clear example of misusing CBI by Govt.
ABVP’s NEC expresses its serious concern about the recent incidents, happening in the neighbouring Countries. With the end of LTTE in Sri Lanka, there is an end to many decades long armed fight between Sri Lankan army and LTTE. Now certain vital question needs to be tackled efficiently by Sri Lankan Govt. like rehabilitation of Tamil Citizens and their paritcipation in mainstream democratic government. Also it is essential for the Sri Lankan Govt. to extend help to conserve Tamil Language, Culture and religious rights of Tamil in Sri Lanka. ABVP demands that, Indian government must make an effort to pressurize Sri Lankan Govt. for above stated facts.
On the other hand, China’s letter to Asian Development Bank (ADB) stating that Arunachal Pradesh is a disputed land is clearly an attack on the India’s Sovereignty. Nation executive of council of ABVP strongly condemns, this unrealistic move of China and demand from the Indian Govt. to take conclusive steps to get back the Chinese occupied Indian land. The Swat valley of Pakistan which is occupied by Taiban’s, clearly indicates that Pakistan is fully controlled by Islamic Terrorist. Self acknowledgement of Pakistans president Mr. Jardari that secret agencies of America and Pakistan (CIA and ISI) encouraged and sheltered the Taliban, in itself proves that terrorism is being consciously given protection in Pakistan. Pakistan must honestly fight against Taliban and Terrorism. Circumstances that led to the fall of Maoist Govt. in Nepal is obviously the victory of Nepalese democracy. ABVP welcomes this Govt. of Nepal and hopes that the new Govt. under the leadership of sh. Madhav will work towards creating strong historical and cultural relationship between Nepal and India.
Previous UPA govt. had made some assurances for enhancing the internal security such as strengthening the security agencies, establishing naval command, making of anti-terrorist law and establishing Fast Track Courts etc. On one hand, these assurances are still waiting to be fulfilled and on the other hand Judgement given by the Supreme Court to hang Afzal Guru is still pending. A question arises in our minds regarding the effectiveness and willingness of the Govt. to suppress Terrorism. Central Govt. also assured to make a national command for national security within 100 days; ABVP welcomes the move and demands that all the above assurances must be fulfilled immediately.
ABVP’s National Executive Council once again demand from the newly elected government to fulfil its assurances given to safeguard National Security and to erase out appeasement and social conflicts type old tactics and establish a positive attitude towards making a strong nation.
