केंद्रीय विश्वविद्यालयों में शीघ्र नियुक्त हों कुलपति: अभाविप
अखिल भारतीय विद्यार्थी परिषद की विश्वविद्यालय इकाइयों द्वारा भारत के राष्ट्रपति सह केंद्रीय विश्वविद्यालयों के विज़िटर मा. श्री रामनाथ कोविंद को निवेदन करते हुए माँग रखी कि 21 केंद्रीय विश्वविद्यालयों में रिक्त पदों एवं अस्थाई कुलपतियों के स्थान पर स्थाई कुलपति नियुक्त किये जायें।
गौरतलब है कि देश के 21 विश्वविद्यालयों में कुलपति के पद रिक्त है अथवा वहाँ अस्थाई कुलपति को कार्यप्रभार है। कोरोना के कारण विगत दो वर्षों में शिक्षा क्षेत्र काफ़ी कठिनाइयों से जूझ रहा है। ऑनलाइन शिक्षा के सीमित संसाधनो के कारण छात्रों और शिक्षकों को काफ़ी समस्याओं का सामना करना पड़ रहा है। पिछले वर्ष लागू की गयी राष्ट्रीय शिक्षा नीति को लागू करने की दिशा में भी प्रमुख विश्वविद्यालयों को अग्रणी भूमिका में बढ़ना होगा, जिसके लिये अति महत्वपूर्ण है कि रिक्त पदों पर केंद्रीय विश्वविद्यालयों में शीघ्रातिशीघ्र स्थाई कुलपति की नियुक्ति हो जिससे विश्वविद्यालयों में निर्णय प्रक्रिया सुचारु और व्यवस्थित हो सके।
एक वर्ष निकलने के पश्चात भी अभी तक राजस्थान, हिमाचल प्रदेश, छतीसगढ़ एवं मेघालय में स्थित केंद्रीय विश्वविद्यालयों में कुलपति की नियुक्ति लम्बित है। मणिपुर में पिछले वर्ष अगस्त माह में साक्षात्कार होने के बाद भी अभी तक नियुक्ति नहीं हुई ।
अभाविप की राष्ट्रीय महामंत्री सुश्री निधि त्रिपाठी ने कहा कि, “केंद्रीय विश्वविद्यालयों में एक वर्ष तक स्थाई कुलपति का न होना चिंताजनक विषय है। विश्वविद्यालय में अकादमिक और प्रशासनिक गतिविधि नियमित रहे इसमें कुलपति की प्रमुख भूमिका रहती है। अभाविप की केंद्रीय विश्वविद्यालयों की इकाईयों एवं स्थानीय इकाईयों ने महामहिम राष्ट्रपति मा. श्री रामनाथ कोविंद जी को पत्र भेजकर कुलपति की नियुक्ति की माँग की है। आशा है केंद्र सरकार विषय का संज्ञान लेकर शीघ्रातिशीघ्र रिक्त पदों पर नियुक्ति सुनिश्चित करेगी।”

Vice Chancellors in Central Universities Must Be Appointed at Earliest: ABVP
The university units of Akhil Bharatiya Vidyarthi Parishad (ABVP) request the Hon’ble President of India and visitor to the central universities Shri Ramnath Kovind to appoint full-time Vice Chancellors, thus filling in the vacancy or replacing the temporary Vice Chancellors in 21 central universities.
It is significant to note that 21 central universities in the country either have a vacancy to the post of Vice Chancellor, or have a temporary Vice Chancellor appointment. The education sector has already been facing a lot of difficulties for two years due to the COVID-19 pandemic. Due to limited resources for online education, most students and teachers are confronting a lot of problems. For implementation of the National Education Policy introduced last year, these major universities are expected to assume a leading role in its further and productive implementation. Thus, it is imperative that the full-time appointments to the post of the Vice Chancellor in central universities are made at the earliest, which shall make the decision-making process in these universities smoother and organized.
The appointment of Vice Chancellor has been pending for more than a year in the central universities in Rajasthan, Himachal Pradesh, Chhattisgarh and Meghalaya. In Manipur, the appointment has not been made even after the interviews concluded in August last year.
National General Secretary of ABVP Sushri Nidhi Tripathi said, "Absence of a full-time Vice Chancellor for more than a year in some central universities is a matter of grave concern. The Vice Chancellor plays a major role in academic and administrative activities in the university. ABVP’s units in central universities have written to Hon’ble President, Shri Ramnath Kovind, demanding quick appointments to the posts of the Vice Chancellor. We hope that the Central Government will take cognizance of this subject and ensure appointments to the vacant posts at the earliest.”
